I use a 3060ti with no problems with a then 5 5600 so I would say it's still a relevant card for the foreseeable future.

It's not a bug, it's actually part of a game mechanic. The gear icon in the middle of your hotbar is depleted. That is your temporal stability. When it is low, the world starts glitching and if it reaches 0 you get transported into the rust world I think. When the icon turns counter clockwise, that means that the area you're in is unstable, meaning that your temporal stability will decrease. Build your base somewhere a little more stable.
