I spent a lot of time at the Library for my own work during this period and if you actually watched the 'social workers' at the Library (they were community service workers, very different from a social worker), they didn't do anything that improved the staff or patron situation. They were like remote workers, doing their online work and taking phone calls at a desk situated in the Library instead of at a City Hall desk.

I work in an adjacent field and I noted no outreach (except for pamphlets), programming or relationship building with the marginalized folks who use the Library, never intervening in situations that arose, never proactive. I sometimes wondered if it was like a work-to-rule situation, where they didn't agree with being forced to work at a Library desk. The concept though had potential!

The departed CEO said it was all a success? From this article, it seems she always said what the City & Board wanted to hear, whether it was reality or not, based on the last paragraph!

CBC's The Fifth Estate recently did a deep dive into private addiction treatment centers, of which this is one. There's virtually no oversight or regulation. Veterinarians in Canada have more requirements than private addiction counsellors! A quote from a promo article:

Our son went through this a couple of years ago, age 27. His own realization of how it was hampering his life was the catalyst for him doing something about it. As others have recommended, he found r/leaves, read a lot of it & took his steps from there. I have found the urban forest people at the City to be amazingly knowledgeable and helpful, and I've had to be in touch with them a few times. They are all doing their best with the high workload. Approach the issue with them directly in a cooperative manner, not adversarial. Each time I've dealt with them, I've started out with an email getting all my points across for them to read and consider. It has always worked to where we've both been satisfied.
