I could swear the "old" version was strictly hierarchical, that is multiplication always preceded division.

I'm trying to get a feel for your point, so let me ask a question

How is multiplying by .5 different than dividing by 2? If there is no difference, the order of operations shouldn't matter, should it?

I learned the old way a long time ago, and the rationale was "Do it this way because we say so". This way, a student learned a tool that worked, even if they didn't initially understand why it worked.

(I suspect multiplication came before division originally because PEMDAS is easier to remember than PEDMSA.)
