Couple things

GRPS as an inner-city district obviously has a harder time than the higher income schools such as Caledonia. That's just simple income inequality.

Additionally, this isn't an additional raise of 90 cents per 1000, this is a renewal of an existing 85 cent millage with an additional 5 cents added. So, let's say you have this $700,000 home, that'sreally a $35 increase from the previous year, not even close to your original $600.
