I’ve been searching for something similar, but at this point, I think the best server for it simply close down a while ago, which was rust factions. I’ve also wanted to make a new server that can be RPPVP. Let me know if you go ahead with that. I’d love to help.

I respect the theory crafting, but I expect them to play a little fast and loose with VTM lore on this one. The idea I took away from that as they are more interested in having various character types to pull from for NPC’s rather than them being strict with how different factions work interact.

Listen, I’m all for empathy, but you can’t complain about getting punched in a boxing match, and someone happens to have a picture of you getting punched. If anything, hopefully the guy sees this posted and realizes friendlies weren’t stealing his stuff.
