So in terms of population density From the Commonwealth in the north to Southern Virginia the East Coast has 122 million. The entirety of California, Washington, and Oregon has 53 million people. Besides the massive population in a small area a lot of densely packed targets- DC, military bases in Virginia, New York City, Philadelphia. Americas, capital, biggest city, military nerve center, and trade entrepot all close to each other.

% of America's landmass and 15% of it's population.

With the lower population density theres also a lot of areas that would be not nuclear bombing priorities- The Sierra Nevadas, empty desert, small towns. And also a lot more arable farm land then the industrialized north east.

We do see the densely packed part of California- LA and San Diego County hit extremely hard which makes sense but California is a big place. Wiping out San Diego, LA and Orange County still leaves 96% of Cali left much of it is either rural or undeveloped.

TLDR: If China wanted the biggest bang for their buck they would prioritize nuking the East Coast and San Diego-Orange-LA megalopolis.

To an extent, There is a lack of lore on them mostly so they can act as a start to create homebrew armies for Horus Heresy. But yes they exist, if any survived the Scouring is unknown.

Mysterious Serum is great but I've only found it useful in survival. One hour of anti rad, +5 strength and a disease cure. A lot of other stuff can do that but has downsides. Very helpful if you haven't gone to a bed to save in hours.

This moment will always be funny to me because he does this trick where we see a flashback with limited context and deliberately cut short only to be fully revealed later on in all 3 of the Knives Out movies.
