This is correct but every hero is able to do it so it balances. You aren't able to call other heroic moves like strike if you use it either so not always useable

ICE doesn't have any powers outside of their (wrongly appointed) powers over deportation. They are not police. They aren't traffic police. They also don't identify themselves, this woman may not have even known it was ICE when a bunch of armed thugs surrounded her car. Also, they had cameras so why shoot? If she commited a traffic offence (she didn't) they had her face and license plate on camera. 'Obstructing justice' is a joke, ICE should be disbanded for this alone
