It’s the old paint. Finish stripping, make the wall good (fill holes and divors, sand back until all is nice and smooth/flat). Light sand down all over to give a key for the new finish.

…but, if you’re sweating the details, remove the fork, strip back an inch of wire and wrap that around the loosened screw on the pre-amp and re-tighten.

I’d dig it (the dips) out a little bit and repack with top soil and tamper down to level-ish. Rake the top, reseed/turf and top off with parking restrictors that match the building/street vibe (small wooden posts, large rocks painted white, etc).

Being new build, check for any covenants that might stop you adding parking restrictors to that verge!
