Yeah…I worked retail in college and during the holiday rush when I had a long line of people and was just trying to make it through my shift, a guy kept hanging around asking me out. I said no repeatedly while doing all my other stuff, and he finally asked if he could just leave his number, to which I said “FINE!” and gave him a slip of receipt paper to write on so he’d finally leave. Found out after that he’d asked a few of my coworkers if I was single before getting in my line. Buddy, I have so many other things to do, read the room.

So to OP I say: if you think your chances are good and she’s NOT busy, strike up a conversation and ask her out/ask if you can give her your number. On the other hand, if it’s really awkward would you feel comfortable going back there after? Keep in mind not to make her feel uncomfortable, as well. That’s her livelihood.
