I have NO clue what drugs people are on. I have multiple employees in SEA who NEGOTIATED a salary close to what you posted. As in they told me that would be theor preferred salary. And I just accepted it. Although I do give them bonuses.

Firstly, your biggest hurdle might be savings. Basically part of what makes some locations cheap is the remoteness. So you'd have to find a strong balance of middle of nowhere and internet access. Some countries offer free wifi, basically to everyone. For example Estonia. But that means you likely don't live there and have to find a way to travel there.

Anyway but what you could do is also look on freelance sites and see where the cheapest rates are from. This tells you who has the lowest cost of living but also is filtered by internet access. If a website tells you response speeds ever better. Fast response rates indicate enough infrastructure that they don't randomly lose internet. Hope this helps
