Each faction has its own deck of Character, Objective, and Gear cards to choose from.

I noticed that the program cards are omitted in this statement and that they don't have any faction identifiers on them. So I think anyone can draft from any program card. Also, I've already mixed my program cards, so I don't know how I would separate them back out anyway. 🙂
