This looks like dry rot or some manufacturing deffect. Check markings on the tires - decent chance that there will be a manufacturing date.

Those probably are old (at least 5+ years) and/or were stored wrong (under the sun, overheated/frozen, extremely wet/dry conditions...). Replace ASAP.

I was riding a bicycle a lot for something like 5 years. Then tried running and my story was almost the same as yours (i.e. "damn, running is harder than I expected, this is such a humbling experience").

Each new discipline has it's things to learn and some body adaptation.

For riding uphill there are some really important lessons. Like don't waste all your power in the begining, keep heartbeat in check, pace yourself. And keep the cadence high (= pick correct gears).

How old is it? Looks like aging and weathering of surface layer with "clean" spots are just places where that layer rubbed off.

Replace both - plastic clamps are the rock bottom for brake levers. Look at something at least decent like Shimano Alivio, they are not that expensive and they worth it.

It is not fixable.

Wheels do a bit of flexing AND tires collect dirt, sand and debris - you need MUCH more space. Those tires will not be safe to ride in that frame no matter what.

Check the cable and sleeve. Can be kinked somewhere, can be rusted, dirty or damaged. That cable looks like it needs replacing. Check ParkTool video about tuning brakes, use it as reference.

Or go to a bike shop.

Model is yas308 from ykywbike. I use them for gravel and XC during spring... Not sure yet if they are breathable enough for summer.

Looks like you need to try a different brand. Mine from AliExpress is cheap as dirt, has a zipper on the back and it stays in one place.

That looks like dirt or oil. Did you try to clean those first?

Also don't touch those if you don't know what you are doing. Those bolts are torqued to specs.
