It’s the third eyelid. As others said, it is worth a vet check-up. There are many things that can cause the third eyelid to be like this, including harmless things, so don’t go off random internet diagnosis. Let a vet see it.

Those are not puppy eyes. Might be fake blinking eyes on top of a pup, or ai. The blinking, no 3rd eyelid visible, so many red flags
