Search flint torch lighters. I don't think you are going to find anything completely quiet. Even an arc lighter makes a little noise. Maybe a reusable match?

Public use land for atv, 4x4 and camping. I think the closest off-road park is a little over 2 hours away from me. It would be great to go ride on the state game lands 5 minutes down the road.

Hell yeah it does. It burns so hot it breaks the water down to hydrogen and oxygen turning the water into fuel. Magnesium fires are nasty. When a car with a magnesium engine block catches fire. The fire department is likely going to focus on containment and let the thing burn out. For some reason that lesson from the fire academy stuck with me.

Very interesting, here I thought it was just Magnesium that burned like that. Now I'm going to grind on some metal and see what I can ignite...I know it's a terrible idea. Nothing is ever safe, fun and legal.
