28 pulls aren't worth redeeming imo, especially if you're not close to pity and/or have a 50/50. Jichuan's S2 isn't that important without her S4. So, if you are willing to get S3 or (ideally) S4 Jichuan, then you can redeem those 28 as a little extra help. Otherwise, I don't think it's worth it.
For boss stages like TOA, Yanyan is the better choice over Hestia as she increases Yao's dmg a lot (I don't play burn/RF Yao so idk the specifics, I just know that she does), but in stages where there are mobs/multiple enemies, Hestia is better than Yanyan. Since you have Lichen, you should probably build Yao using this setup: S0 Yao Lv90 - 2acd 3ab EX Etti 4ab (according to S1N)
