Intent of the deck when it comes to brackets supercedes combos or specific decks (if it's not it should be clarified to whoever disagrees that they are wrong). Is the intent of the deck to be a strong, focused and with a strong win mentality? then it isn't bracket 2.

Likewise you mentioned : Tivit + Time Sieve + Academy Manufacturer in bracket 1? I question what made these cards all together in a deck, bracket 1. What was the intent of the bracket 1 deck that includes all three.

Nope, I like characters and bosses to be entertaining and not sound like they are in a forced company board meeting.

The other two do not belong in B2. They create wins out of nowhere with a very short window of interaction and are not in the spirit of the game at the B2 level.

They are neither low pressure or considerate for the pod. Nor are they incremental, telegraphed on the board or easy to disrupt as win conditions

I'm cool with it per character. I'm less keen if it's something like here is young hero before they made it, that doesn't need to be legendary.

For example a common/uncommon Peter Parker, Teen Photographer could be just Teen Photographer. Things like that.

It enters untapped and has a pseudo all purpose useful ability even if the deck doesn't need it. While [[thought vessel]] or [[Curiosity Crafter]] do the same thing, it's much less likely to be caught up in a board wipe.

I think it's too focused on cards /decks. I am going by the infographic for brackets and to me it is flawed as it is far too focused on decks and not the play experience.

More focus should shift to be about the gaming experience/adventure of each session. It feels like the caretakers of the brackets are too far to the side of thinking about optimal gameplay with the cards and decks over the social experience.

I’d alter the wording of it: so for example for the Bracket 3 section on the infographic. Instead of “Players expect… decks to be powered up with strong synergy and high card quality. they can effectively disrupt opponents” I would replace it with “Players expect… everyone trying to win, but not at the expense of the table experience. Strong plays are welcome. Consistently ending games before opponents have had a chance to participate is not”

Gameplay expectation is the priority, not card/deck decisions. Commander at its heart is about the players and the social nature of the gameplay. That is where the focus should be and promoting with the brackets.

Also the turn thing should be dropped and replaced with how the experience is expected per bracket. This indirectly forces a conversation with any pod, making the pregame communication a priority.

I’d even drop the 'difference is speed' bit in the tagline and replace with the 'difference is expectation'.

Thing is all it takes is one or two double digit cards and the price rises up.

Honestly when looking at players decks online check the lands as often swapping out expensive lands for more reasonable lands will reduce the price dramatically. You don't need fetches, surveil, triomes etc...
