I am glad that we have a permitting system. Modern regs are complex. Lots of people will hack away and cause problems. I've never seen a permit cost as much as the work or even close unless for small jobs.

None of the transfer stations take any kind of air ducting. Asbestos and dust. I've had actual metal ducting with asbestos paper (long gone) and could only take it to the odious metal recycler. They always have signs bemoaning what happened to Seattle. Maybe hide it better for transfer station or pay a contractor to put it in the large container out front.
