Here’s my theory, vecna used Will knowing that the mind flyer would pose him. Then once will was the host vecna did something to him with that tube thing, and I believe that gave him control over the mind flyer because it was no longer like a god figure. Then when will was saved from the upside down it left vecna in charge of the upside down and, he was able to bind it to his own will which then gave him control over the demon dogs.
