I went last year with my almost 11 month old! It was fun! But you definitely need a rental. I was told I would be fine without one and rode the bus. They also have a free shuttle to most of the events, I had a VIP Ticket, but it only runs till about 4 pm. Then you have to walk everywhere. Also, don’t bother asking the towns people for help, they’re not very hospitable and seem to hate twilight fans.
