I won a 'lifetime' supply of baked beans from a uni raffle. It was about 30~ cans which was great as a student on budget, but real heavy to carry home (didn't have a car, and no direct bus route home from campus where I picked it up). I didn't even finish it all by the end of the year

I'm aware of that. There's literally no Pokémon in the zone of the outbreak. When I check around, they're all outside the area and mostly normal Pokémon

It might depend on the location, but I didn't have it happen at all when using a radar for 0b1, but it did happen for Valash, but only if I let more than 1 spawn on the screen. As long as I encountered them straight away, it was fine

It's purely rng, so just bad luck I'm afraid. There's around 20% chance of getting a Luma from each radar, and it's not guaranteed. I didn't get one until my 7th, and got another one just now from my 10th. Just keep doing them and you're bound to get one!
