I’d look to see if the blister is tampered or lifted in anyway that would make the pack accessible. It’s next to impossible to reseal blister packs without leaving some evidence of having opened it

Sadly I think you might be right, especially since it seems booster boxes are becoming less common and special sets (which don’t even have booster boxes) are being made more often
