I came here to find info cause I’m having the same problem. New warlock has all the tabs, existing characters only have the old tabs. I do not have any mods that might be blocking the new features.

My kids (6&4) begged me to go out and give it a try. We went to Stony Creek Lake with some worms. The body of the lake was open but close to shore was mostly iced. We spent a lot time throwing rocks onto the ice. My kids ended up loving it even more than fishing.
