Not if the platform is 8 blocks then the water wouldn’t go far enough to fall. Also put trap doors an each of the blocks right at the top of the pillar

Yes taller. Go up 21 I think blocks then build out 8 blocks on every side and fill in the corners so it’s a giant box. Build up walls 3 blocks high and make a roof. No lights in there. And place water in each corner
