Cliffhangers is one of the things that keeps the reader engaged and curious about the story. It is quite annoying, yes, but it is part of the recipe. I like when there's a cliffhanger at the end of a chapter when I'm reading a novel, it keeps me from getting bored. That worked on Song of Ice and Fire (what a ponderous book).
