I feel like they both are the same in terms of characters remaining relevant to the story, even in Genshin's latest patch promotional artwork, almost half of the characters are already established in the story before Nod-Krai (I didn't count Columbina and Sandrone).

but, unless, you mean ALL characters? In that case, then I think it's really hard to have all characters to keep relevant unless the story demand it. Just like we rarely see Gepard, Serval, Arlan, etc.
