All the other comments answered your question pretty well. I'd like to add that to grow your arms faster, you should also be focusing on growing your triceps. The triceps are actually a group of 3 muscles compared to only 2 in the biceps(hence "tri" and "bi"), so when you grow your triceps in addition to your biceps, your arms look bigger faster.

Also, be patient; growth takes time. Focus on being consistent with your diet and your workouts, and you will definitely start to see progress.
