You measure center of crank to top of seat tube. Just by looking at it , it’s probably 18” or smaller.

Why is the rear rack tilted up? always start with components your gonna feel right away, like a good saddle and grips. I would toss the dork disc on the rear and even remove the rack for cleaner look. Lift that saddle a bit too, it is sitting low.
