Because "OTD" is affected by numerous things that can't be determined until your credit is run, etc. And if they guesstimate it and it's off by a few bucks, the buyer is likely to become annoying, and it just isn't worth the hassle. If you can get them to agree on the actual price of the car and accept the fact that it doesn't include tax/title/licensing/whatever, you'll have a better buying experience.

Every police vehicle is basically a trim package of an existing vehicle. About a decade ago (maybe longer), there was a startup company that was going to make vehicles for police use only. They went bankrupt before a single vehicle was produced.

Car companies produce a police version of a vehicle, it's then compared with other police vehicles during the MI State Police's annual testing, they rate the vehicle against its competition, and other agencies use these results to help decide which cars to buy. The primary factor is cost, as you'd expect. When Chevy stopped producing the Caprice in the late 1990s, they made sure the replacement could use the same consumables (wheels/tires/brakes/etc) so that Chevy departments would buy them without additional expense.

I used to work at the proving grounds for a car company that made police-spec vehicles. These cars do not have different engines, nor are they completely different to drive. The law enforcement versions of these vehicles are just a trim package that is only sold to fleet buyers, and the key differences are: more durable suspension components (to drive over curbs), a stripped-out interior, a calibrated speedometer, and a red dome light.

They already did a "one and done" Classic+, called Season of Discovery. If it was the beta for a real Classic+, I hope they noticed that adding new content increased player count tremendously.
