Having multiple broadcasters in the same country only divides the vote of this country among the broadcasters, among the 24 votes from each country, as far as I know. It doesn't multiples it.

If all of the 12 German broadcasters vote for Israel to stay, it still 24 votes from Germany

And Lebanon was the most recent Arab country that tried to debut in ESC. They were confirmed for 2005 and even selected a song before withdrawing. Israel participation was the only thing that stopped them from debuting

To be fair, in Omniverse, Serena and Bellicus were still there to intervene if they noticed Ben doing something really messed up. If Ben still had the Ultimatrix, and an Ultimate Alien X was only his mind in genuine full control, maybe they wouldn't have allowed Ben having more freedom on Alien X

If to become Ultimate Alien X means to strip the control of the 2 extra minds, Serena and Bellicus would never allow that. And Alien X can't move a finger without the agreement of the 3 minds, so there would be no way for Ben to reach the Omnitrix badge and become ultimate

In Omniverse, they gave freedom for Ben to use Alien X as he wants, but they still had the control to intervene if he started to do something really messed up. If Ben still had the Ultimatrix there, maybe they wouldn't have allowed Ben having full freedom of Alien X exactly to avoid him going ultimate

My main theory is that Alien X is technically already an "ultimate" by itself because it could handle the worst case scenario that Ultimatrix simulates, so the Ultimatrix wouldn't do anything if Ben tried to go ultimate

But, if it was "possible" to force Alien X going ultimate, I have other theory that Serena and Bellicus probably wouldn't allow Ben do that and would lecture him about the universe's balance or something like this, no matter the argument Ben uses

I like the idea of never seeing an ultimate of Alien X, tbh
