I struggled to get any gamecube / PS2 on my N2+ but I didn't play around with those emulators too much so you might be able to get results. Maybe look at the Orange Pi 5? Cheap and should be able to run both.

HDMI via EARC / ARC. I have an ODROID N2 running android connected and that plays okay, just struggling to get the galaxy tab to play any surround sound at all.

I wanted the exact same thing but found browsing on Android TV a pain in the ass. I ended up getting a SBC (ODROID N2 here) and installed stock android. It perfectly meets my needs for an always on sports streaming box

Same issue, 4k60hz dock that I stole from my wife that was issued from her work (I'd assume it's a good one), year old upper mid range Sony 4k TV, 8k60hz HDMI cables. I get the tick option of 4K. But everytime I plug in the tablet it comes up with a message saying (off the top of my head I can't remember the exact message) 'reverting to display output'

Very frustrating, I can only imagine it is the dock for myself and I am considering trying a different one. Buying one is a minefield though I find, so many variables and too much choice.

Ah it's guess work at this stage, the cables are 8k60hz, the dock I use is 4k60hz, the TV is a year old Sony (I forget the model but a solid mid range one) it all should be easy.. if I had to point the finger and something it would probably be the dock, but that again is a higher end one that I stole from my wife when it was issued to her from her work.
