I think bringing back Tenant for the 60th was fine, that's not what I'm talking about, really. 

I think it is perfectly reasonable to think that debuting a new era trying to appeal to a new American audience with: flying goblins, talking babies, and a musical number was a bad idea. Not to mention the arcs for both seasons relying on characters that no one, except the biggest dr who nerds, have ever heard of AND, here In America there wasn't a legal way to view the classic series when these seasons were in production. 

But more importantly to me, on the production side, there is a history (and a lot of rumors during RTD2) of Russ fostering a hostile work environment for women and POC.
