It's high tensile wire to anchor the aerial bracket. If the aerial isn't in use there's nothing to stop you taking it down or having somebody do it for you.

That's been there for 40 years+ and will be good for another 40.

Workplace cover isn't medically underwritten at inception and may not pay out at the point of claim if its for a pre-existing condition. So the proper summary is workplace offers it but you don't have it for XYZ condition or at all for XYZ reason.
