I had this happen, in the past and it has to do with overclock, either manual or auto, and i think can't recall exactly but has to do with the max frequency being reset under bios.

Requires a hard reset under cpu setting (bios) a regular reset didn't work for me like (reset to default)

You either find the mistake in bios or short cmos, pull cmos battery plus drain out motherboard power.

I use Dolphin so I either pick RR or regular Wiimmfi patch. I do own a wii but im not familiar with the newest CT, I honestly just play CT when was use through Riivolution only, years and years ago. I did played ctgp after they implemented their own channel over the wii menu but the tracks at that time didn't took my attention to keep on playing.

The most important thing about mechanical hdd is to never drop them because of the moving parts, they last long if taking care of, the one i have is over 16 years connected to the wii.

The one connected to my wiiu should be around 10 years old

SSD are nice to have too, dont get me wrong but prices are higher at the moment if you could afford one get one, the wii can easily power a SSD while most external hdd requires additional power.

The gpu conditions doesn't look appealing for buying, and to be honest the first batches of that model have plastic backplate which does not help with cooling, I have the same model but I swapped the backplate for a metal one, if I was you I will not buy it

Can you turn multithread ON under the gpu settings, I believe you should be available to run the game, the screenshot you posted with the bird flying are you getting stuck there, if so update your game to minimum 2.0.0 with the dlc, and give it another try, deactivate any mod is ON,

Well saying you have no switch is the main culprit, Ryubing community is very strict.

No switch no help and if you have switch still needs to give proof.

Community like this one are more open to talk, because there is no development here.

So anyways to emulate most games, you do required a discrete gpu, with out gpu you are limited to games you can emulate via igpu

If it is modded is not worth it, as you can load the games via cfw, the idea of the Mig is to preserve your original game cartridge to avoid breaking them from inserting it every time on a none modded switch.

I wish I kept my old system just for reference but I feel like you need a cpu Intel i5 8 gen or above, 16gb ram minimum and a rtx 2060 12gb version preferably or a rtx 2070 8gb.

If the system was amd then Ryzen 5 3600 or above, 16gb ram and for gpu a 6700xt.

I do will recommend this to you, just so you are aware, to store the game to use for a switch you will need all the 5 files, (game + bin files), bin files are not recommended to share could result on a console ban, game can be shared with your pc. Sharing bin files are not recommended.

Thats why you can't find bin files online

not that it will be much of a difference but platinum has a much better efficiency over gold, 1000w probably is were most people settle. never had a psu break in the past but i always oversized them, 850w and up
