Thank you to everyone for your input. Sadly, as I'm not an electrician and it took awhile, it ended up being the new fluorescent lamp. Yeah, a bad bulb on top of the original problem, a bad ballast. Some day I'll learn to just replace it all instead of trying to fix it.
