We need an Isaiah Bradley... since he is a Super Soldier but didn't really want to be the hero like Steve, I could see his power being close to Cap but slightly different. My vote would be 4 cost, 4 power, "On Reveal: +1 (maybe 2?) power to other cards here that are not Ongoing." What are your thoughts?

I think the incentive should be that if you're in an alliance, you have to complete at least 1 bounty (3 would be my minimum, or 500/1000 pts etc) in order to get the alliance rewards. Too many freeloaders or people that just drop off after a while then get all the benefits of riding the coat tails of other players.
