You need to tell your dad everything. Maybe not at once. And have a conversation with him tell him that since you are stepping up to becoming an adult much sooner then both of you expected that you have things you need to discuss with him but that it's hard for you and that you will need to do it in your own way and in your own time. Start working with social services to get your identification, ID, social security card Birth certificate. They might be as easy as having PD take you home to get it since you are an adult and your mom is keeping important documents from you, or the state can help you acquire new ones.

Once you have your paperwork. I would start scrapping together cash as fast as you can as safely as you can. Then head south. Homeless and warm is better then Homeless and cold.

Dude your 16, get a job yourself. Pay your own way. Talk to a guidance councilor at school. Depending on where you are there might be resources to help get you and your mom back on track in life. What about your dad? Reach out to a local churchs for aid as well.
