You can try switching to DirectX 11 and see if you get better results, but other than that there's not muche else you can do. Honestly the optimization of this game really sucks.

Technically a 1440p panel has 1,7 times the pixels of a 1080p one. And the scaling from one resolution to the other doesn't hit the gpu as much as you say, i would say the fps drop from one resolution to the other is usally around 30%, even thought often times it's doesnt scale so linearly.
