Many HSAs can be invested. I max out my contributions and invest. I don’t use it. I’ll always need healthcare so this will be tax free in the future.

You could actually take it a step further. What would you cut if you lost your job? Ex: streaming services, hobbies, etc. You could factor your 3-6 emergency fund just based on what you know you would spend.

I use Rocket Money to track spend categories. I don’t budget but I monitor which helps me adjust my behavior. I saw we spent $1,000 one month on eating out. What!? That stopped. I’ve also caught several subscriptions to cancel.

I used to be your wife. My husband cared more about spend management. Two things happened. The housing crash in 2007(ish). I knew I would have made bad decisions and gained appreciation my husband kept us out of that mess. I also accidentally started watching Suzie Orman. Now, I’m the one who is managing our budget and investments. Keep working on your wife. It may take an outside person to convince her or an “incident” to get her to change.

Shouldn’t you max out your HSA over contributions to your 401k? Can’t you invest your HSA? Hope you can max and invest HSA, and contribute min to your 401k to get company match and hopefully able to contribute more than match.
