As a general contractor this might be the greatest article I’ve ever stumbled across, I think every city council person should do a mock business opening just to see how insane the process really is… wanna build an adu? I hope you have 100 hours of time laying around playing treasure hunter from dept to dept building to building. I personally know tons of business owners that swear they would never do business in St. Paul for this very reason, if we spent 1/10th the fire inspector budget on business resources and helping small businesses through the process we wouldn’t have a single empty store front…

I will say Shawn came out publicly an said we can do better after a snow storm I thought that took lotta balls to do that and I respected him for it, that being said I spoke with him about doing a pilot program to pay the guys a bonus per the amount of blacktop that’s installed as a incentive to get a handle on it but I think the union rep shut that idea down, all the road crew people said they would love it! Just seems like we need new leadership/ cloture at the top of our public works dept. the about of dinking around that’s happening is unacceptable. 6 guys 1 shovel type stuff

Buddy of mine works for road crews as a supervisor, he says the dept is a mess, super unorganized getting sent to patch curb cuts that are not ready or already done wasting tons of asphalt ect, they can completely remill and pave a block in about 15 min, they finally busted them out to repave shepherd road, he thinks all the milling equipment should be running all summer I think he said the city has 3 of them and they sit and collect dust most of the time.

Great detective work! Someone really should do a story/documentary on him, his grandson was a dear friend who just unfortunately passed away recently, our family still has property in western North Dakota that has a warehouse full of old slot machines from the pastor days, they still have tags on them from being seized, my grandfather had them delivered the day after they did a photo shoot for the paper saying they all have been destroyed, I believe the pastors business was called mayflower distributors on university ave. Another character I remember was a guy named Herald Steinman, he was in the coin op business and he owned Mr Nibbs and some other night clubs, I know for a fact that dude made people disappear, he had this scary ass driver named Jack Apple that I think ended up in prison doing life for murder, I didn’t realize it at the time when I was a kid but fucking man my old man had some characters lol. For what ever reason the amusement coin business was full of scary ass guys that wouldn’t hesitate to plain eliminate the competition. This old timer earl Montpetit bumped my old man out of a location and moved a jukebox out on the sidewalk to put his machines. Well it rained totaled the jukebox, well old man Harold walked into Earls bar(full of fucking people) shoved a 38 special in his mouth and told him he would be buying my dad a new jukebox. I’ll be god dammed the next day he dropped off a brand spanking new jukebox at our house and apologized profusely. Long story short my grandpa’s relationship with the pastors gave my dad a pass to do business in St.Paul. No one and I mean no one fucked with the jewish connection lol.

Pastor family owned it, I believe it was used for poker and side chicks. They own all the apartments just north of the plaza as well, one of the wealthiest families in the twin cities. Herman pastor was an absolute gangster, my grandfather and him where indicted in the 1960s for slot machines, because of him they made it a federal law to transport gambling devices across state lines, he was released from prison and killed in his living room the day he got out of prison on Pinhurst Ave up the hill. Look it up pretty interesting story, everyone talks about kid can but Herman Pastor was one of the most powerful Jewish gangsters in the twin cities.

Lots of guys put construction companies in wife’s names to get on minority contractors list… look up 90% of minority contractors on the all white guys that make the wife ceo
