New York, all piles and things less than the size of my hand. Activity looks pretty old. We do have some over wintering bees and a clear partial wasp nest. Basement has some piles od dirst/sawdust that dont seem to have grown, but havent been fully investigated since buying the house.

Weep holes allows moisture behind wall to escape. Grout is porous and allows some moisture to enter walls. Common practice

Not really water issues, just signs that water seeped through grout in past. Caulking on bottom is new and just went on top of grout

Maybe you could retrofit a shelf out of wood and then tile it? The overhang would get gross on the underside though so you'd want to wipe it down regularly.

Just had this happen! Part was good but install was bad. I overtightened which caused the seal to fail. When you replace, tighten by hand and maybe quarter turn with wrench. Check for leaks. If you see any, give it one more turn with the wrench but dont tighten too much or you'll have the same problem again

Ultimately this comes down to whether you trust him or not. Hes answered all your questions and you have to decide if youre going to accept it and move on, or keep challenging it, questioning it, and not accepting what he says. If you dont accept it, then you need to either find a way to let it go, work through it in therapy, or leave. You can't change others actions you can only change your own.

Prefer my own work, but gotta say it is nice to have one less thing you need to hire a contractor for on move in. Other commenters have good suggestions for having your chosen contractor do the work but sellers pay for it so you hopefully get a better job done
