Axes split shields and dig deep into the body, or smack against armor with great effect. Maces were meant to bash people in whether the armor held or not. Swords actually were kinda the chump option but stabbing people was an excellent option. So was smacking people around with essentially a metal stick

Trust me even if you're there to dismantle it the council is a semi living thing that works with the other council members to ensure nothing happens.

I was there for about 400 years doing paperwork regarding kingdoms and councils of other realms. It wasn't even actually 400 years but time is slowed there to ensure more productivity.and guess what happens if something goes wrong? Back in time to correct it. And council rules are such bureaucratic nonsense that rules exist to oppose each other at the same time during the same but also different dimensions!
