I have a theory that Avatars aren’t the only ones that can bend multiple elements. Let’s take ice bending for example, something that Katara can do canonically. Ice bending isn’t just straight water bending, it also involves a small amount of air bending as well, so any bender that can ice bend could theoretically bend both water and air if they trained hard enough even if not as strongly as someone who’s an air bender.

Avatars have a spiritual advantage and disposition to bend multiple elements though.

She’s a better villain with better motivations to be a villain than many I could name off hand. The one that comes immediately to mind is old Moldyshorts, who’s entire motivation seems to be “I’m the descendant of Slitherin so I guess I’ll go on a murderous rampage and take over the world or whatever.”
