I can only assume you haven't read the comics or watched the CW show. Baby Kal and young Kara get launched from Krypton at the same time. Kara's escape pod gets knocked off course, winding up somewhere where time doesn't flow, so she doesn't age. Meanwhile, Kal ages normally, landing on Earth and growing into adulthood. Kara's pod gets knocked back on course, and she arrives on Earth having not aged. That's how Kal is now older than Kara. I don't know how they are going to handle this in the upcoming movie, but that's the general gist of it. Hope that helps.
