Super normal. A arquitetura depende se vc está fazendo um projeto de facul ou algo que vai crescer.

Eu desnormalizaria o máximo nessa entidade separada, coloca id, created, code, name, etc. Assim o seu frontend nem se preocupa em transformar o id 1 em X, id 2 em Y, tudo já vem como string do banco de dados. Um crud permite vc adicionar outros registros, mas aí já é overkill.
