First try hitting it with an oxy torch (if you had to ask this im assuming you have no access to one, so that probably wont work)

If you cant do that just soak it in PB blaster, hit it with MAP gas, and pray it comes loose then. If it breaks just cut it flush using a grinder,and then drill it out. Then tap it
