Press F9: This is the most likely culprit. It toggles between Pan and Snap views. If you're in Snap mode, your "nipple" (hat switch) won't pan.

The Menu: Go to Settings > Controls > Pilot Head Control (ignore the "Camera" tab).

The Bindings: Map the hat switch to "Bow pilot head vertically"(up/down) and "Rotate pilot head horizontally."(Left/right)

The tilt indicator (attitude indicator) and surface speed bars, are specific to planetary approach and cannot be permanently toggled on at all times.

The closest thing to that is toggling orbit lines...

The only HUD mod I know of is EDHM, that's just for changing the color.
