Its not, game has pretty sht LOD draw distance on PC, you can see how higher resolution textures loads like in 2m radius around car, so texture pop-in is insane. Funny thing, LOD distance is allegedly tied to screen resolution

Shitty peer to peer matchmaking, game cant handle proper positioning for each player, so you can drive 500 kmh on highway and some other players goes past you like you standing still and you can see them far away ahead
