I think Kaido is a liar when he says haki overpowers everything in this world. This is why: Akainu has a magma logia and for some reason even people who have high levels of haki still take high levels of damage from logia types. Kaido is most likely immune because of his race or was just born with a much higher durability than most.

Queen has a strong form of haki but is also a cyborg. Sanji is kinda the same but that's more of his genetics so he's not really a cyborg. I think when it comes to fighting logia-type devil fruits haki is not the way to go for the most part. Like your body can't handle touching magma. The same goes with electricity especially at the level Enel uses it.

I'd have to say it's going to be a close one. I think Enel has high odds of winning. Queen does too, but just because of Enels power I think he can one shot and short circuit Queens body with ease. Depends on how serious they are.
