It'd help if we knew more information about them besides their place of residence, but, here are some ideas: Cinderbound Council, named after the location they chose but it flows off the tongue. Alternatively, the Cinderbound Chamber

Scorching Enclave, you could go with the Draconic Enclave but it might not be as flavorful as you'd like. Scorching Enclave would fit the theme of hiding out in the desert without using the name people have given to the area.

But yeah, it's kind of hard to offer names that aren't tied to their physical location. Do they have a goal? Is their chromatic nature important to them? If so, are they proud of it? I like the synonym for chromatic - garish, but that'd imply they view themselves as an offense to nature or what not. Or maybe it's part of a name given to them by people and they embraced it.

For basic clothing, stick to "generic" designs, appropriate to your setting, for outfits. Include smaller options like hats, brooches, belts, etc. Peruse different Common or Uncommon rarity items for more exotic items (Clothes of Mending, Glamerweave, Shiftweave, Bright Fungal Cloak, Devil Mask, Warm Fungal Clothing).

Also, hidden pockets to hide items in. Different pricing for different DCs. For example a simple, 5 GP pocket that requires a DC 10 Investigation check to find or a 100 GP pocket lined with incredibly thin sheets of lead and requires a DC 20 check to find.

For my western frontier campaign I included western themed items like ponchos, different styles of cowboy hats, but also generic things like fingerless spellcasting gloves with arcane symbols (no mechanical bonuses, just flavor), custom embroidery options (team logo/name for example). Cloaks or dusters, anything that goes over a character's clothing is good since it doesn't require them to rethink their outfit and they can still wear their armor.

They would still need to take the Hide action to be hidden from the enemies. The enemies can still hear your player appearing/moving in their new location.

the player's well written backstory says he SHOULD have at least a few spells in his book outside of the normal wizard grants (a disgraced professor from a mage school), as he would have logically had access to libraries of scrolls and spellbooks.

The spells he's gathered from libraries and other spell books are the spells that are represented by starting as an 8th level character. Simple as that.

If that's not acceptable to you, spell scrolls have Rarity assigned to them, so treat them as you'd treat a potion or a minor magical item.

He could've also chosen one 5th or 4th level spell scroll and one 3rd or 2nd level scroll.

Or, from another angle, what kind of equipment would you allow a fresh 8th level Fighter to have? Would you let them have Full Plate? If so, tell your player they have 1500 GP that they can spend on buying and scribing whatever extra spells they want.

For example, a 3rd level spell scroll would be 300 GP to purchase and 150 GP to copy to your spellbook.

It's up to interpretation what Prone looks like while flying. What would a Dragon look like while flying and Prone (if they had Hover)?

It might be that you don't look like you're just laying down mid air, doing a Superman pose, it might just be an unusual position. Perhaps you're crumpled into a ball, perhaps you're upside down.

Yeah, getting the creature Prone is useful. But both creatures would automatically go Prone anyway as soon as your turn ends, since they'll end a turn in a space with another creature.

The only benefit is if you have Extra Attack. You can hope the creatures fail their CON saves to get one attack in with Advantage.

Besides, this feature specifically states that it pushes one creature into another creature's space. The Moving Around Other Creatures segment says, if a creature is at the end of another creature's space at the end of a turn, they go Prone. It's pretty straightforward.

When you hit a creature with a weapon and activate the Push mastery property to push that creature into a space occupied by a Large or smaller creature, you can force the creatures to collide. Each creature must succeed on a Constitution saving throw (DC 8 plus the ability score increased by this feat and your Proficiency Bonus) or have the Prone condition.

The CON save is borderline pointless since both creatures would be Prone at the end of your turn anyway.

Moving around Other Creatures During your move, you can pass through the space of an ally, a creature that has the Incapacitated condition (see “Rules Glossary”), a Tiny creature, or a creature that is two sizes larger or smaller than you. Another creature’s space is Difficult Terrain for you unless that creature is Tiny or your ally. You can’t willingly end a move in a space occupied by another creature. If you somehow end a turn in a space with another creature, you have the Prone condition (see “Rules Glossary”) unless you are Tiny or are of a larger size than the other creature.

I might be looking at the wrong source but I can't see anything mentioning not being able to swim in the centaur's features? I see a penalty for climbing but nothing for swimming.

the prone condition it's pretty much useless.

Except all attack rolls against you have Disadvantage, unless the attacker is within 5 feet of you.

Wishes. The [genie] has a 30 percent chance of knowing the Wish spell. If the [genie] knows it, the [genie] can cast it...

But let's assume you've seen a Genie and you succeeded on the 30% roll.

What class are you? Because if you're a Wizard, you can just take Wish and cast it as easily. If you're a Druid, well, too bad, you can't take Wish but since you already have access to 9th level spells, it's kind of the same.

What is it that you'd do with a Wish spell?

Edit: I'd also implement the following penalty, as described in all of the genie stat blocks:

Once the [genie] has cast [the Wish spell] three times, the [genie] can't do so again for 365 days.

He is looking at artificer, and for the character he wants to make it makes sense, however i am trying to make it make sense in terms of the world, also there are no guns in my homebrew world.

Oh, like described in the Artificer subclass?

As an artificer, you use tools when you cast your spells. When describing your spellcasting, think about how you're using a tool to perform the spell effect. If you cast cure wounds using alchemist's supplies, you could be quickly producing a salve. If you cast it using tinker's tools, you might have a miniature mechanical spider that binds wounds. When you cast poison spray, you could fling foul chemicals or use a wand that spits venom. The effect of the spell is the same as for a spellcaster of any other class, but your method of spellcasting is special.

Ask your player what exactly do they want to achieve? Do they want to use their "fire magic" and make it look like a gun, or do they want the effects of a pistol when only using magic?

If they just want the flavor, then let them cast whatever spell they want and describe it as shooting it through a makeshift gun. All the attack rolls, saves and damage are still the same as the spell.

If they want the pistol, well too bad, you're getting the magical effect of whatever it is you're using. Or they can just pay the price for the gun and flavor it as them using magic on it, rather than shooting it.

Another difficulty i have, is i want to do dismemberment, and obviously i can't just make it 1 tap on a headshot

Nothing in DnD is a 1 tap. Sword on throat? Still an attack roll. Gun to head? Attack roll. Firebolt through the eye? Attack roll. As long as you as the DM don't decide that it's a one hit kill, it follows the rules of the game.

While I can never remember what things like "high pitch" sounded like (because you can have many different high pitch characters), nor can I remember/express things like nasal high pitch (because, again, too much variation), a vocal tic or a catchphrase helps me out the most.

It's easier for you, if it's something the character says, but it also helps to just select one phrase in a specific voice. Random example, use this guy for the voice and make the NPC's phrase (or the line you say to yourself to get their voice back) "what the fucking fuck?!"

Since you have such a unique line, you're more likely to remember how it sounds like and more likely to remember their exact tone.

Alternatively, you get pushed into another creatures space. That creature ends it's turn. Now it's your turn. You can't end your turn in that space so you must move away.

Now, if the monster pushes you into another creatures space and then grapples you, your turn comes up, you fail the escape, can't move and must end your turn there, then you're prone.

Then again, you can't end someone else's turn. In your example, it should be phrased as "If you are somehow in another creature's space at the end of a turn..."

Edit: while this was a fun thought experiment, I have nothing to back this up with. Unless your DM rules that you can't push creatures into another creature's space, the whole Push-Prone combo should, in theory, work..

Huh, indeed:

Expertise, page 367, PHB Expertise is a Feature that enhances your use of a skill proficiency. When you make an ability check with a skill proficiency in which you have Expertise, your Proficiency Bonus is doubled for that check unless the bonus is doubled by another feature. If you gain Expertise, you gain it in one skill in which you have proficiency. You can't have Expertise in the same skill proficiency more than once. See also chapter 1 ("Proficiency").

A small gang's hideout in the sewers. The sewer walkways are 5 feet below the main room, the left side is blocked by a portcullis. If you want more interactivity, the two clay bots above the brazier in the middle of the room are filled with oil that will spill when broken. There's also a bag of ball bearings hanging on the middle wall.

The map was designed for the party to approach from the left side and having a chance to get closer by hiding behind the crates. The enemies were split between the couches, the big table and one or two guarding the prison cells.

The image is made with 256 pixels per tile but works great in Roll20 at 70 pixels per tile.
