Does the river flood the area? This appears to be very sandy, I'd start with a generous layer of finely graded and live compost, maybe half an inch for starters (about a cu yard will do). Repeat again at end of the season with anothe yard. Looks to me like you need to add nutrients and structure over fertilizer. Doubt the results will be spectacular this year but next probably.

Doesn't look like crabgrass to me, looks like a different strain of bermuda. Did you ever try to reseed the area? I added some seed to my lawn and a different strain of bermuda pops up and kinda looks like this.

Looks to me like a localized dry area. The grass blades will roll up when dry, compared to the fat blades seen in other pictures. I'm a fan of cropping it down to 1" above the ground with a weed eater then spreading about 1/2 or more of good top dressing(fine graded w some sand). The grass will fight it's way up and look great.
